It's true, a lot of people just go out and put brakes on their car without thinking about what brake bias they're going to end up with, or what bias they need to be building for. This is why it's not a great idea to just go an throw different calipers and rotors on your car. Something like a stoptech/brembo kit that's designed for the specific car has been tested to result in a good bias. What we don't know though is what tires they were using for testing when they designed the kit. I'm running 275/40/17 track tires on all 4 corners. If I decided to install a complete stoptech kit, I'd guarantee that I'd be locking up the rear wheels first. As with everything, tolerance is relative. Someone that isn't tracking their car isn't going to need to nail the bias as exactly and an off the shelf kit is probably going to be acceptable. Just throwing on giant front brakes and doing nothing to the rear is going to be problematic though.
