so much air that will enter during the intake stroke, and if some of that air contains exhaust gas, which wouldn't have oxygen in it (or significantly less than atmospheric), it is, in effect, diluting the intake air with inert gases. Perhaps we are just different in our semantics here in the term of 'dilution', not sure. 100% atmospheric air = ~20% O2 Exhaust gas after stoichiometric combustion = 0% oxygen. If you mix 3 parts atmospheric air and 1 part exhaust gas, you will have 15% oxygen content in the gas, thereby diluting the gases entering the combustion chamber.
