Message The Fuel Pressure Regulator, is actually a Pressure Relief Valve.. All the Fuel that is needed to lower the High Side pressure, must be able to get back to the Tank with Minimum Flow Restrictions.. [ Side Note ] In the Case of the '90s Cars, the 'Pressure Relief Valve' is referenced to Manifold Pressure , so the Fuel Injector has a constant Pressure Drop it has to deal with.

Could it be that the return side lines are too small, not letting enough
fuel back to the tank, at an unrestricted rate?

I'm wondering if you might have a 'Twist' in a Return line, or an Underbody Ding that might have dented the Fuel Return Line?

My guess is put a fuel pressure gauge in the return line, before it
dives back under the car from the engine compartment, and have a look at
what your return line pressure is..

I've never done that, but my Guess is, if your over a few PSI, it too
much, as that pressure should be additive to the High Side Pressure.
