Message	and 1300 RPM sounds like a mechanical problem with the TB linkage and/or TB adjustments. - Are your TBs adjusted so that both open at the same time and both are on their hard stops at idle? - Is the throttle cable adjusted on it's mount bracket to allow some slack on the TB linkage at idle? - TB linkage can bind at the TBs. You can verify the alignment of the TB linkage shaft to the TBs by loosening the two Torx drive screws on the driver side of the linkage while everything is bolted together and then tighten the Torx screws. This will allow the linkage and TB shafts to all find their centers.
