If it is missing, the switch won't make contact. They get hard and fall apart over time.
Otherwise, if the clutch master cylinder linkage isn't adjusted correctly, the pedal will be down off of the stop and the switch won't engage.

Try putting a jumper wire between the termianl of the clutch
