Message	Issue is resolve. The rear part of the air intake snorkel underneath was folded slightly and air was getting in. Took it apart and tightened everything down and now it boosts fine (13.6psi). I am going to get a boost leak tester though from concept or z1 to see if there are any small leaks. Thanks everyone for the input and I found a couple good guides on Z hesitation and boost leak testing.
