Subject	Why are my turbos so slow to spool? (Dyno printout included)

Message	I have the Z1 GT535R turbo kit, which I chose for quick spool over power. Problem is they don't hit peak boost (~19.5psi) until 5750 RPM. Supporting Mods are: Specialty Z Chip Tune, Nismo 740cc Inj, Z1 BA Intercoolers, Z1 2.5" Intercooler Pipes, AMS V2 Exhaust Mani, 3" Split downpipes, 3" to 2.5" test pipes, X-Pipe & 2.5" Cat-Back, Single JWT Pop. Boost chart here: Boost control is via a HKS EVC S, setup was done by a local tuner and "overboost" function is set at 15psi. This means the controller "maximises turbine performance" to that boost level. So should rule out boost controller issues in initial spool up to 15psi? Does anyone have any ideas on what could be causing such slow spool?
