Message The bolt sticking out of the pulley in the picture below is the pivot bolt, it is long and it threads into the PS mount, there is no nut on the end of it.

You only have to loosen the pivot bolt - do not remove it - along with the nut on the stud for the adjuster slot (between the belt in the picture), and then loosen the long adjuster bolt under the pump that is accessible from under the car. Once you've done this, the pump will typically move. If it's still a pain, you can loosen the two bolts that hold the adjuster slot bracket (partially hidden behind the upper belt in the picture).
