Cams on stock or small BB turbos tend to help with flow restriction (less boost needed per HP) and will shift the torque curve to kick in at a slightly lower rpm, usually by 2~300rpm. There are some of very minor side effects from that but not much worth mention. Depending on your application and need, that may be beneficial, but to most the money is probably better off spent elsewhere.
