Subject	Fuel tank questions/suggestion needed

Message	Need help/suggestion with fuel leak from bolt holes between fuel tank and filler neck. I believe the bolt holes are damaged since the holes are supposed to be closed (some holes are still sealed while others go all the way inside the tank). How would I go about repair something like this? Can it be done without taking the tank out? Do I just need to replace the whole tank? Also how do I take the filler neck out... it is disconnected from the tank side. Any guidance is appreciated. Thank you
