...the pressure was consistently going down, but extremely slowly. Once the pressure got to low, it's not strong enough to keep the car running, but it's enough to blow a whole lot of fuel out if you pull a hose. I'll try to relieve again soon and see what happens. I can also just unplug the pump altogether because I still have all the covers off. Yes cap was open. If the FPR is blocked and relief valve doesn't open, I see it doing exactly as I described. However, I easily relieved fuel pressure a handful of times this month and it acted exactly as it normally would. Quickly dropped until no more pressure and engine just turning. It seems a little coincidental I put in a new pump and just now it won't relieve easily.Anyway, I'll see how it goes next time.
