I got down by drivers side, removed a few things and got to the heater core valve. I removed the rod that opens and closes it, turned the valve arm toward front of car. I removed the heater hoses in the engine bay at the firewall and hooked up hoses. Turned on faucet and water flows easy through. No muck. I switched the hoses and ran it backward. Same (good) result. So it seems whatever controls that valve is not being activated/no signal, not getting power, stuck or otherwise not working. I also saw the operation of the MODE/air flow controls and as expected, they all work. Good news is -- the heater core is fine (which I expected). Bad news is, the BLEND motor/flap is not. RIGHT NOW, I don't think I'm willing to tear things down to get to that. However, is there any way I can manually control it for now? If there is, I'd be willing to operate this way for the time being. Any advice appreciated. In the following post I add some pics.
