.. stiffness. Check the powersteering solenoid valve. The valve itself should have a resistance of 4-6 ohms (pr FSM). It got 2 wires. One goes directly to ground (LOAD check that one) the other goes to the hicas module. The solenoid is positive driven with a 6000Hz 12v pwm pulse with varying dutycycle based on speed. At standstill it should give out a dutycycle (DC) of about 50% give or take. At that point it should draw about 2 amperes if i remember correctly. The dutycycle (and amp draw) goes down when speed goes up. around 13% DC at its hardest. Personaly i would make up some wiring between the plugs at the solenoid and meassure amp draw at it after making sure the signal and ground is ok. Preferably with an oscilloscope and ampclamp for good detail of what happens in the circuit and solenoid, but a DVOM in series with it works fine too. Amp draw is a meassure of work so no draw means nothing is going on. Also you should meassure dutycycle at the solenoid if the signal is there. If its at around 13% it probably is in failsafemode (its stiffest steering setting).
