The machined section on the heads has sharp edges and if damaged, a burr will prevent the half-moons from installing fully. If you can get the half-moons to dry-fit properly, you will not have any problem installing with RTV. If your head has a burr, you can use some 100 grit wet-dry sand paper with grease on it to catch the sanding debris to knock down the burr. When installing permanently, use a small amount of RTV (use the same gray RTV as the exhaust valve cover will use). If the half-moon is above the VC gasket surface, tap on a block of wood with a hammer to seat it. Never rely upon the valve cover to push it into position.
