Message	jumper at the steering column connector and hear no horn sound. Put a meter on that line and see if you get 12 volts (11.6 or whatever the battery is at). If you do that tells you the wire connection to relay is good and the issue may be with the horns or the relay wiring connection to horns (i.e., engine bay harness).
