Message	Correction to this post, I should have stated that the top metal washer plate/cup points upwards like a "u" and not an "n". The rubber bushing that this sits on should be rounded in the direction that the cup needs to go on. From the pics it seems that this is not on top of a bushing? Furthermore, it should fit pretty flush with the bushing since it's recessed a tad. Definitely something off with your setup but I can't tell what.
