Lifters should not push down. At least by hand they shouldn't. I also assume that when you push them down the valve does not open. They should be like the one that doesn't budge. Were they rebuilt or replaced with oem units? Did you check them before you installed them? Pull them, disassemble, bleed them, and reinstall. May also be blockage of the oil supply to the lifters. Do the cam lobes and/or lifter tops look worn on the ones that push down? Did a lifter tick initiate your investigation and if so, how long did it go on? Just trying to get some more info.
