Message	k the actuator arm was fully closed, it looked like it was not, but it was. When I took it off I knew it'd be fun getting it back on. It took about 20 minutes of getting creating with a small set of vice grips but it worked! Needle nose vice grips might be great for the passenger side to pull the arm back. I will take a look at the passenger side tonight, thank you for the recommendations!! I keep having dreams that one of my turbo's is bad. I would accept this as being a possible problem but it would be pretty upsetting because I spent time rebuilding the turbo's the right way, balancing and all on new exhaust shafts/impellers.
