when the the small hose is hooked up properly to reference boost/vacuum after the throttle body. If you don't provide pressure to the diaphragm at the same time as pressure to the inlet, then they're basically just a pop-off valve and will leak with very little pressure applied. The diaphragm has a larger surface area than the valve and because of this, it will keep the valve closed under any boost pressure (when hooked up properly). They only open when there is a pressure differential between the diaphragm and the valve... like what you created when you applied boost to the valve side only.
