Message	carefully check ALL the sub-systems to make sure nothing was missed. Some examples, were the balance tube o-rings installed? Is the IACV operational? Is all good with the MAF? Is the ECU properly matched for this engine. Yes it's PITA detective work, time consuming and not fun. On top if all this - do you have good confidence in the engine rebuild. I'd also try to check engine compression (yes, even tho a new rebuild) and perhaps do a leak down test? Bottom line, we aren't there ... Can only give ideas on issue!
