battery +12v terminal there's only a few possible issues. Bad grounding, a bad high current wiring feed to the starter, bad solenoid or sticking starter motor (tap with hammer to see if that unsticks it). Given all you've done so far, if no start is an issue I'd carefully inspect the high current +12v feed to starter. Be sure to also inspect the battery's negative terminal crimp grounding point just behind the battery. Follow the ground wire from battery terminal back about 8-10 inches. Make sure the wire isn't badly frayed where it bends at the bolt down junction. That's also a potential issue.
