It is a transistor bank, common failure point. More common, however, is the PTU subharness. I know 96 has the new style PTU, but don't know for sure if it has the subharness or is direct wired. Check the wiring in the area for corrosion. If it has a subharness I recommend bypassing it with your favorite method (I prefer solder, but some like butt connectors also)
