Message The ECU determines idle mode by checking the TPS sensor voltage, if it falls below a certain threshold the throttle plate is considered closed and idle mode is set. If the TPS sensor is faulty, it falls back to using the the idle switch.

With both plugs disconnected, the ECU will never see idle mode and will switch to using the O2 feedback for non-idle and > 10km/h, which adds more fuel and doesn't lean out as much when it cycles. So yes, O2 feedback is still enabled with them unplugged, but its not the idle O2 feedback mode.
