Message	remained @ 1000 even after setting hard idle with yellow connector off and setting TPS. After making sure throttle and cruise cables had some slack, backed off throttle stop screws 1/2 turn each and ECU was then able to control idle @ 750-800. Possibly over time and miles small amount of wear on throttle body and/or plates when closed allows small amount of air to bypass.
