During startup, the ECU fires all the injectors simultaneously until the engine starts running. If for any reason the motor doesn't fire, there's a lot more fuel than normal flowing through the system, and most of it unburnt. Hence the smell during weak or non-starts. If you're getting a weak start or no start, check your spark and air sources. I'd look first at the CAS and PTU connectors, then your coil pack connectors. Also, what shape are your spark plugs in? Are they gapped appropriately? When you engine does start, does it run smoothly once it's warmed up? How long does it take to smooth out? Is it possible you're actually missing one cylinder? Also, how's your IACV?
