and that's the best I'm going to get. Thanks for the help everyone! xpwarrior, I tried moving the hydraulic cylinder as far back as possible, but still didn't give me what I needed. I ended up switching the new tensioner parts over to the old tensioner casting and set everything back up. It still took some massaging, but it has been holding at 3.5 mm for a few hours. I'm going to give it till tomorrow morning to confirm. I don't honestly know if switching it over to the old tensioner casting made a difference. I couldn't visually detect any differences, but was running out of ideas. I think the issue was the belt is just slightly on the tight side and from taking it off and on so many times is stretched enough to give me the 3.5 mm.
