and then back off the bolt torque. Tap the crank with a plastic hammer at the flywheel end to move it forward. This will shift the girdle a bit in the block so that the thrust surfaces on the upper and lower bearing shells are aligned. the crank should spin freely. If it doesn't, the #4 crank bearing isn't aligned top to bottom, and binds up your crank.
Check to see that your crank end play is in spec with a dial indicator if you have one.
