At least in regards to the engine. Disconnect the ecu and test again and see if u still get volts on the other contact. This fuse should share continuity with one of the contacts of the fuse next to it. Unplug them both and check for continuity to confirm. They share the same supply feed. But the ecu grounds out the eccs and ignition relay to send power to those systems through means of an orange colored ground wire. If I'm correct that is. Just how you have to wait for power drain on some devices (10sec -10min) thus could be likewise.
