The potting compound breaking down is a common problem that most people have. If it was just a matter of cleaning the old gunk off, it'd be no big deal. However once the potting compound runs off you've got exposed terminals right near the firewall that can get corroded or shorted. There have been a few cases where the solenoid pintle actually broke through the back of the solenoid, which is plastic. The cap both seals the pins and reinforces the back of the solenoid.
