I would not think that it would be that much off from the other cylinders and should be more in-line with #5. If you re-test and get the same results I would recommend to proceed with the leak down test as it will give you an indication to where your issue lies. I have had similiar results before because I didn't have the compression tester sealed properly due to a faulty tester o-ring. My last cylinder to test was #6 and this made me very concerned at the moment until I removed and inspected the tester and saw the o-ring. Good luck and let us know what you find.
