Subject	fuel pressure problem

Message	My 90 twin turbo 300zx runs good idles good but when i floor it it gets to 5500 rpm and falls on its face. Plugged my fuel pressure tester up 45 psi at idle. Going down the I floor it an drops to around 30 psi. Fuel pump or regulater?
