Directional vanes should sweep back on top. The vanes sweep back to allow the hot air to exit away from the direction of rotation. If the vanes are not directional, the orientation doesn't matter., though the pads may stay fresher if the slots/holes sweep forward. There is probably very little airflow to speak of across the outer edge. Keep in mind the rotor is sitting inside the barrel of the wheel. Airflow should be directed to the inside center of the rotor, if possible.
