I would look into getting some sort of diagnostic setup. A cheap ebay cable at the very least to read sensors and codes through the computer (with freeware).

With that you can limit the suspects. You can do an O2 sensor check through the ECU, but its definitely easier on a laptop.

Basic engine health checks are good to, compression and leakdown can tell you a lot about your engines condition. Oil consumption can be due to bad rings (would show on leakdown test), worn valve stem seals (usually only smokes on cold start), or worn turbo oil seals (usually smoking on boost).

If you can eliminate worn rings, then your turbos may need a rebuild/replace.

As far as burning fuel/running rich. The way it is described sounds like an intermittent problem (is it on decal, acceleration, idle, all?). Could be many things.
-Do your injectors hold pressure (pinched oring could do it)
-Do your spark plugs look like theyre firing correctly (Should be between white and tan, and dry. Fouled plugs can give you somewhere to look)
-Is your timing set properly?

And then there are the basics that should have been ruled out by not, but are still pertinent information:
-All electrical connectors are good?
-Stock ECU, stock (or OEM) injectors?
-No vacuum/boost leaks?
