I had the same problem with my heads, it was the upper part of the bolt that was binding in the cap itself. Lots of PB blaster and going easy on it and they all came out. I ended up getting them loose enough to where I could turn each bolt a little at a time and lift the cam cap off the head without damaging the threads. After I got them off, I put the caps in a bench vice (use rubber protectors!!) and tapped the bolts out with a hammer and small punch. I cleaned out the bolt holes on the cam caps with some brass engine cleaning brushes and PB blaster, cleaned up the bolts, and lubed them with some engine oil and they fit freely in the cam caps again.
