Be advised low compression can result from burned or sticking valves too, not just piston rings or head gaskets. In comparing the NA/TT heads, the TT heads have harder exhaust valves due to higher exhaust temps, the NA valves will be more prone to damage, such as burning a valve. From my saved info, if this helps any, you should have phase II heads in 94 using new style injectors and lower plenum, main issue is matching the lower plenum/injectors to the heads.
