the controller increases the duration of the 'open' portion of the solenoid.
So I suppose it depends on if the solenoid is NO or NC (Normally Open, Normally Closed) with respect to the wastegate feed.

If its NO, as you increase duty cycle you increase the time the solenoid is open (wastegate is not receiving a signal), increasing your boost level. (There is an optimum duty cycle point where you go from steady boost to boost spikes)

I should have made the clarification, as I do not know which boost controllers are set up which way.
