Message	the accelerator cable has some slack in it and also the cruise control cable. They should have some slack at throttle body control linkage . Look closely for all the parts in the linkage and cables are not catching, rubbing or touching any thing that would prevent the throttle bodies returning to the rest position. Have you cleaned the throttle bodies? Did you check the voltage at the TPS to make sure its in with in spec, should be between .4 and .5 volts. And adjust the idle accordingly on the IACV. Is the idle air control valve new or used one. Did you clean it? Did you test the solenoid, it has a light blue connector on it. Is it clicking. If you take it apart carefully you can clean it also. Any codes or check engine light? At times a O2 sensor is the culprit or EGR. Any vacuum leaks? Also take a look at your spark plugs? hope this helps.
