Message	power steering fluid level is low. That's why the power steering sounded funny, because there was little fluid. Add some ATF and you'll be fine. It tends to leak out during cold weather. As for the SMOG search the forum a little, there are tons of post as how to adjust your timing and other things to help it to pass. Good luck.
