That last picture is the closest (although probably a little too much), the wastgate actuator is meant to have some tention on the wastgate ~pulling~ it closed when its attached, so it is normal to have to pull the actuator arm out a bit to fit it onto the wastgate. Clocking of the housings have quiet an effect on the arms, maybe that us your issue. But I would certainly recommend doing a pressure crack test with a boost gauge BEFORE you fit the turbos back on the motor.
