What exactly do you mean by that? Disconnected? Thats not safety boost mode, which is an ECU program, but I understand better what you are saying. CJ has you headed on the right path. You need to check your coolant temp sensor, Is base timing set correctly? Check adjustment of TPS. However still very likely a vacuum leak somewhere. When you say he disconnected the wastegates, do you mean he pulled the hoses off them? If so, did he plug them off? How do you know its running rich or lean... A/F gauge or checking plug color...? If you're just guessing based on how its running, it could be something else entirely.
