Message If it stays cool at freeway speeds then I would be inclined to say your fan(s) are not flowing enough air at low speed, therefore your fan clutch may be bad (or aux fan bad, mine seized).

If it overheats at freeway speed it may be your water pump or your air path is blocked (which would cause it to run hot at low speed too).

This is assuming your rad cap is good, t-stat is good, and you have the right coolant mixture in there (you can run heavier on water depending on where you are).

Also, are you using the stock gauge and sensor? Is there a chance your sensor(s) are needing replacing?
