Subject	Help figure out my boost problem.

Message	Bought the car only boosting 5psi. Spent the day checking boost problems. I thought my ebc was messed up. I changed up some settings and got it up to 10psi, but nothing more. I tried bypassing it by installing a mbc and still didn't increase boost. Next step was a boost leak test. Found a couple small ones, fixed them, did a test drive. No increase. Next step we pulled the lines of the wastegates. Test drive, no increase. Next, we did a wastegate test on each side to see if they are opening and closing and they both are. We also checked to see if the turbo's were blowing and they are as well. And now I'm stumped. What else could it be? It takes almost the entire rpm band to build up the 10psi. I just feels soooo laggy. What else do I need to check/test?
