Subject	fuse/relay box getting only 3 to 4 volts

Message	We were checking the AC fan on a 94 na and found the fuse/ relay box under the hood was only getting between 3&4 volts. all relays and fuses seem good and the AC fan works when using the jumper wire. Any idea where to start looking next. ">
