You can get them unstuck if you are careful. Soak them in carb cleaner for a few days and then spray some penetrating oil down into them. You should be able to wrench on the bolts to get them to turn (put caps in a vice if necessary). Once they are freed up a bit, you can tap the bolts out. Best way is to rest the threaded part of the bolt on a rag or piece of wood and tap the cap down toward the bench, driving the bolt upward. Don't tap on the threaded part of the bolt or you risk mushrooming the bolt, unless you have a brass hammer.
If you use a different/ unmatched cap you will have to get it "line bored" out so it lines up with the cam bore. Unfortunately it is very difficult to find a shop that has the correct machinery to do this and thus more than likely very 'spensive.
