Message of the coil pack and the spark plug and then the timing light pickup around that instead of the ptu loop or coil pack harness? I would try that if you haven't yet. Some people have had issues getting correct readings from the ptu loop or coil pack harness. Perhaps check your timing light on another car to make sure its functioning correctly.

You said stock crank pulley so we can rule out that variable.

If you are testing off of a wire extension like I suggested and the z is fully warmed up and you still are way off then your timing belt needs to be looked at. The fsm shows how many cogs should be between each mark on each sprocket. It would be fairly easy to check once you get the timing belt covers off.
