Message	second and then stop and then resume and so on? When you turn the air on and the clutch engages, does it come on and off or stay engaged? If the answer is it never cools and the clutch stays engaged and refrigerant charge is correct and the high and low pressures seem adequate, I would look at the expansion valve. DO MAKE SURE the TCA is working properly.
