Subject	Headlights & fog lights won't work

Message	90 Z-Car has been sitting 6 mo for a fix. After fixing (non electrical) and cranked and everything runs fine except the headlights would not come on although brights and fog lights would. Then head lights & fog lights would not burn but brights would. Fuses are ok so what else could it be? Would relays go out like that? Any suggestions? I have converted to HID headlights and fog lights but have never had a problem till now.
