1-make sure both throttle bodies are closing all the way 2-there is enough slack in the throttle cable that when the accelerator pedal is slightly pressed and released, the throttle plates close all the way 3-the ignition is in the ON position 4-your multimeter is set to voltage (and the correct range) 5-the connector you're checking is plugged into the engine harness during measurement 6-the reading should be .4-.5 voltsgood luck
