Message I would say the CAS, PTU, and someone recently stated the TPS being bad/unplugged will cause a car not to start... the last one I've never experienced.

If you have the new style PTU, you'll have to look in the '96 FSM for the procedure to ohm it out.

Do you get the fuel pump to turn on a second or so before starting your car?

Check fuses...

Without knowing what troubleshooting you've done, we're just shotgunning here.
