Subject	do i need a new altnator ? i test it ...volts regulator bad

Message	got a 90 z32 tt , i was runing low volts before , i change my battery due to lights on the dash appears for hicas , n brake sensor , found out brake sensor is by hand brake but why is my hicas light n word lights on the dash ? is causing by my alternator ? i test it by removing the battery cables off , the car didnt turn off which still holding charge by the alternator i got my battery tested , reading 12.99 which is good , but says voltage regulator is bad , what that means ?
